  1. Dubai sets shared-housing rules: 44+ areas, 5 sqm per person, permit required

Dubai Municipality has named 44+ areas where shared housing is permitted, with 5 sqm per person and a permit required. Owners of existing shared units have until September 2027 to comply.

On 7 October 2026 Dubai Municipality issued its Planning and Building Requirements Guide under Law No. 4 of 2026 on shared housing. More than 44 areas are approved so far, including Al Barsha 1, Al Warqa 1, Al Rigga and Al Muraqqabat. Each bedroom must provide at least 5 square metres per person, and a building or villa may only be used for shared housing once a permit has been issued through the Build in Dubai platform.

Owners, property managers and leasing companies have one year from the law's effective date of 8 September 2026 to bring existing shared-housing buildings into line. According to the Media Office, the grace period does not cover building violations, unauthorised changes of use or safety risks. Tenancy contracts for permitted buildings are registered with the Dubai Land Department on the basis of the permit data.

Questions a buyer may want to clarify: whether the building sits in an approved area, whether the owners' association or master developer rules allow shared occupancy at all, and which Civil Defence and SIRA requirements apply before a permit can be issued. Collective labour accommodation is governed by separate legislation.
